In brief, no permit is needed for private family occasions such as weddings, birthdays, reunions, or memorials held on your residential property, where guests are invited and the bar is managed privately. However, a Special Event Permit becomes essential if liquor or event tickets are sold—either beforehand or at the venue, be it on private or public property
